"At the last third round [of talks in Istanbul], our envoys proposed the creation of three working groups in order to more specifically consider the issues on the agenda. Groups on military, humanitarian and political issues. So far, there has been no response from Ukraine... within the framework [creating working groups] of this process a separate block should be devoted to the consideration of political aspects of regulation, along with military, along with humanitarian ," Lavrov told a joint press conference with Jordanian Foreign Minister Ayman Al Safadi.
Russia expects the United States to explain to Ukraine the importance of creating working groups within the Istanbul process, Lavrov said, adding that this would raise the level of talks.
