"Construction in China is ahead of schedule. Commissioning and start-up work has already begun at the Xudapu and Tianwan plants on the first of the new units – everything is going according to plan. In India, the third unit of the Kudankulam NPP is expected to move into the commissioning phase by mid-next year, and we are looking at 2027 for the fourth unit," Likhachev said.
Likhachev believes new cooperation packages with India to expand the agenda are not far off. Similar work is underway with China, he added.
With Rosatom’s involvement, units 7 and 8 of the Tianwan Nuclear Power Plant and units 3 and 4 of the Xudabao (Xudapu) Nuclear Power Plant are under construction in China. The Tianwan units are scheduled to be commissioned in 2026–2027, while the Xudapu units are expected to go online in 2027–2028.
The Kudankulam NPP project in India includes the construction of six power units equipped with VVER-1000 reactors, with a total installed capacity of 6 GW. Units 1 and 2 were connected to India’s national power grid in 2013 and 2016, respectively, and supply electricity to the southern region of the country.
Rosatom also hopes to receive permission in the coming weeks for the start-up operations at the new power unit No. 1 of the Kursk NPP-2.

"We are preparing for the physical start-up and power output. Of course, the military situation is holding us slightly back. But we really hope that in the coming weeks we will receive permission that we can proceed directly to the start-up work on the first unit of the Kursk NPP-2," Likhachev told reporters.
