The individuals were accused of hanging hammers, stained with a brown liquid, on the entrance doors of the officials' apartments, an act that prompted the Russian Investigative Committee (SK) to open a criminal case on charges of hooliganism.
According to the FSB, the suspects carried out the act under instructions from Ukrainian sources.
Ukrainian intelligence services are actively involving Russian youth in criminal activities aimed at intimidating RKN personnel, FSB said.
The incident is part of a broader effort by Ukrainian agencies to incite unrest and discontent within Russia, with a particular focus on influencing younger generations to target Russian government officials.
