India to Host African Leaders After a Decade to Boost South-South Cooperation

Indian officials expressed confidence that the outcome document at the conclusion of India-Africa Summit would further bolster overall ties. The Summit is taking place under the theme of IA SPIRIT: India Africa Strategic Partnership for Innovation, Resilience, and Inclusive Transformation
New Delhi will host leaders from African countries, African Union (AU) as well as various multilateral groupings at the fourth-edition of India-Africa Forum Summit (IAFS) on 30-31 May, Indian government officials told reporters in Delhi on Saturday.
Leaders from most of the African nations have been extended an invite for the upcoming Summit, officials said. The Foreign Ministers from both the sides will convene for a meeting on 29 May, with several side-events in realms of business, arts and culture and entertainment also scheduled to take place on the sidelines.
The last edition of IAFS took place in New Delhi in 2015. Before that, India-Africa Summits took place New Delhi (2008), Addis Ababa (2011) and back in New Delhi in 2015.
Indian officials said that the summit would provide an opportunity to further build on trade and investment, agriculture, capacity-building, defence, security and counter-terror, maritime, energy (including critical minerals and rare earths) and multilateral cooperation with the 54-nation continent.
Officials said that digital public infrastructure (DPI), fintech, Micro, Small and Medium Enterprises (MSMEs) and green energy were among the "new frontiers" of India-Africa cooperation.
"Our approach to ties with Africa is consultative and demand-driven prioritizing their own developmental needs," officials said, adding that the focus was on building local capacities through high-impact community development projects and capacity-building across various spheres.
Officials said that there is a strong convergence between India's Viksit Bharat 2047 and Africa's Agenda 2063.
They noted that India had committed around $10 billion through various Lines of Credit (LoCs) for Africa in 2015. "Around $4.5 billion worth of these projects have already been completed," officials said.
Officials said that there have been "intense political engagements" between India and Africa since 2015, with 50 leadership-level visits from India to Africa and around 100 high-level visits to India from Africa during the period. At the same time, India has expanded its diplomatic engagements in Africa during the period, opening 17 new diplomatic outposts, with total Indian missions in Africa standing at 46.
In terms of defence and security cooperation, around 5,000 Indian peacekeepers are serving in Africa at the moment, officials said. They said that maritime security in the Indian Ocean Region (IOR) under Delhi's MAHASAGAR vision has emerged as another important pillar of cooperation.
Officials said that expanding trade and investment ties would be another focal area at the Summit. Nealy 33 African countries are already being provided duty-free access covering 98% of their product lines in the Indian market, officials said. India is among Africa's top five trade and investment partners, with two-way trade totalling around $85 billion and investments in the continent estimated at $80 billion.
India is also looking to further expand energy sourcing from African nations, which currently account for 10% of India's overall energy needs.
The issue of global governance reforms, including at the UN Security Council (UNSC), as well as bolstering cooperation in multilateral forums such as BRICS would also figure prominently in discussions at the upcoming Summit, officials said.
