This was stated by the director of Russia's Foreign Intelligence Service (SVR), Sergey Naryshkin, at an international meeting of high-level security representatives on Wednesday.
"There is a growing demand for reliable security guarantees that can be offered through cooperation on a mutually beneficial, equal, and non-ideological basis. This is the kind of assistance, including in ensuring military-political, food, and energy security, that Russia is offering to African states. China, India, Iran, Arab monarchies, and other Global South countries, i.e. the global majority, are guided by similar principles in their interstate relations," he said.
