Russia believes that Kiev carried out the attack on the Kakhovka HPP to regroup its forces and inflict humanitarian damage, Russia's Permanent Representative to the UN, Vasily Nebenzya, said.
According to Nebenzya, Moscow regrets that the international community has not heeded its warnings about the threat of destruction by Ukraine of the Kakhovka HPP, and it places all responsibility for the tragedy regarding the plant on Kiev and the countries sponsoring it.
The Russian Foreign Ministry said Ukrainian armed forces attacked the dam, which led to a large-scale humanitarian disaster.
The ministry said the destruction amounted to a "terrorist act" against civilian infrastructure that was launched as part of Ukraine's "so-called" counteroffensive.
Moscow also called on the international community to condemn the "criminal" actions of the Ukrainian authorities
