The impasse in the Indian parliament is likely to continue on the ninth day of the Monsoon Session on Monday over several issues, including violence in Manipur and a bill to replace the Delhi services ordinance.
Media reports quoting government sources, said the Government of National Capital Territory of Delhi (Amendment) Bill is likely to be introduced today; however, it will not be discussed in the house.
The bill related to replace the Delhi services ordinance has not been listed in the List of Businesses of the House.
Meanwhile, federal Law Minister Arjun Ram Meghwal, while talking to reporters about the Delhi services bill, said: “Only those mentioned in the List of Businesses today, will be introduced in Parliament. When Ordinance Bill will be there in the list, we will inform the same”.
Talking about the discussion on the violence in Manipur, he said that the government was ready to discuss the issue, as per the demand of the opposition, but now they have changed their demand and want the prime minister to speak on it.
“They are trying to politicize the issue. They have brought the no-confidence motion, we will have discussion on the same whenever speaker decides”, he added.
Federal Minister for Sports and Youth Affairs Anurag Thakur also lashed out at the opposition, as he said that it has nothing to say and that they can only “incite”.
Earlier in the day, Raghav Chaddha, a parliamentarian of the Aam Aadmi Party (AAP), which is a part of the opposition bloc INDIA, filed a suspension of business notice in parliament to discuss the breakdown of law and order in the state of Manipur over the alleged failure of federal and state governments.
As soon as the proceedings of the Lok Sabha (lower house of parliament) began at 11 am (IST), the opposition raised slogans, following which the house was adjourned till 2 pm.
Leader of the House and BJP parliamentarian Piyush Goyal in the Rajya Sabha (upper house) said that the government would discuss the Manipur violence at 2 pm.
Responding to Goyal, the leader of opposition in the upper house and Congress chief, Mallikarjun Kharge, said the discussion on the Manipur issue should be conducted under Rule 267. He further added that the prime minister has been asked to come to the discussion.
The Monsoon Session, which began on 20 July, has witnessed disruptions as opposition parties have been demanding a statement by Prime Minister Narendra Modi on the ethnic violence in Manipur state.
