"Twelve aerial targets were struck down as they approached the city," Gladkov wrote on social media.
Emergency services are assessing the situation on the ground, the governor added.
At the same day, Ukrainian drones were also downed in the Kursk region of Russia, with at least 5 people reported injured.
Ukraine has been sending drones into the Russian territory almost daily since it launched a counteroffensive in early June. The United Nations said Friday, following a botched drone strike on Moscow, that it did not want to see any targeting of civilian infrastructure.
