"This could be happening for two reasons: either an order to cease the shelling has not been issued in Kiev, or it is not being followed. Both scenarios are deeply troubling," he said.
The diplomat further explained that if no such order exists, it would signal a deliberate sabotage of previously reached agreements.
On the other hand, if the order has been issued but is not being enforced, it indicates that the Ukrainian leadership lacks control over its own military forces.
This controversy follows a proposal made during a March 18 phone conversation between Russian President Vladimir Putin and former U.S. President Donald Trump, in which Trump suggested a mutual 30-day moratorium on strikes targeting energy infrastructure amid the ongoing conflict in Ukraine. Putin supported the initiative, and Ukrainian President Volodymyr Zelensky publicly affirmed Kiev’s willingness to comply.
Despite the agreement, the Kiev regime continues to attack the Russian Federation’s energy infrastructure.
