Russia Explains Why Ukraine Violates Moratorium on Energy Infrastructure Strikes
The continued strikes by Ukrainian forces on energy infrastructure may be occurring either due to the absence of an order to halt such attacks or due to the failure to carry out such an order, Alexey Polishchuk, Director of the Second CIS Department at the Russian Ministry of Foreign Affairs, said in an interview.
"This could be happening for two reasons: either an order to cease the shelling has not been issued in Kiev, or it is not being followed. Both scenarios are deeply troubling," he said.
