The victim, an event organizer named Anjali Singh, was returning from work to home on her scooter when the tragic incident occurred.
Delhi's ruling Aam Aadmi Party (AAP) on Monday questioned the Delhi Police's role in an accident where a woman was dragged about 13 km by a car after it hit her.
The 20-year-old woman was killed after her scooter was hit by a car early Sunday morning, and she was dragged by the vehicle for almost 13 kilometers — from Delhi's Sultanpuri area to Kanjhawala neighborhood. Police said the body was found almost an hour later, naked - as the victim's clothes were torn off during the ordeal.
Police on Sunday arrested all five people who were inside the car, and have filed a case of death due to negligence.
However, Delhi's ruling party AAP is not satisfied with the probe.
Police Control Room (PCR) received a call from Deepak Dahiya on Sunday at around 3:22 am, saying that a grey Baleno car had been dragging a body. In total, Dahiya made 22 calls to the Police and even chased the car so that he could ask the driver to stop the vehicle.
AAP Lawmaker Sanjay Bharadwaj on Monday asked, "In an usual practice, the police had deployed extra personnel on New year night, and how come it still failed to track the accused even after 22 calls?"

As per the police, they reached the spot at 4:11 am. The perpetrators had already fled, leaving the body behind.
"Dahiya, in his motorbike chased the car. But police failed to catch the culprit. Is that believable? Why has the Lieutenant Governor (LG) failed to take any strict action against the officials who failed to chase the accused?" Bharadwaj asked.
Meanwhile, Delhi LG V.K. Saxena, said in a tweet on Sunday afternoon: "My head hangs in shame over the inhuman crime in Kanjhawla-Sultanpuri this morning and I am shocked by the monstrous insensitivity of the perpetrators. We have been monitoring [the case] with the Commissioner of Police, Delhi and the suspects have been caught. All aspects [of the incident] are being thoroughly examined."
It is not clear at the moment whether the suspects dragged the victim intentionally, or hit her by accident.
"The L-G says that his head hangs in shame. If his head did hang in shame, these police officers would have been sacked. I demand from the federal government that the L-G should be sacked," Bharadwaj further added.
AAP will also hold a protest outside the residence of the Lt. Governor on Monday afternoon, demanding Saxena's resignation.
Calling the incident among the "rarest of rare", Delhi state chief Arvind Kejriwal on Monday said the culprits should be given the strictest punishment.

In the meantime, the National Commission of Women addressed the case, as well as media reports where Singh's mother alleged that her daughter was sexually assaulted, and sought a copy of the postmortem report. However, police rejected the claim.
