India Calls for ‘Speedy’ Extradition of 2008 Mumbai Terror Suspect From US
19:30 18.05.2023 (Updated: 20:03 18.05.2023) Nearly 166 people, including foreign nationals, were killed after terrorists belonging to banned group Lashkar-e-Tayyiba (LeT)* attacked several locations in the heart of Mumbai in November 2008. The operation to flush out and nab the terrorists lasted for nearly 60 hours.
New Delhi has said that it is in “regular touch” with the American authorities for the extradition of Canadian-Pakistani businessman Tahawwur Rana, who is one of the accused in the 26/11 Mumbai terrorist attacks in 2008.
“We are in very regular touch with the US authorities to ensure that there is speedy and early extradition of Tahawwur Rana. We have all seen the judgement that was given by the local US court there. That conversation of ours with and the US side is continuing,” Indian Foreign Secretary Vinay Kwatra told a media briefing on Thursday.
The remarks come as a US district court in California approved Rana’s extradition last month. The judgement was reported in American media on Wednesday. The Biden administration has supported New Delhi’s extradition request in the court.
The 62-year-old Canadian-Pakistani businessman was arrested in the US in 2020 after Indian authorities sought his “provisional arrest” for his role in the Mumbai terrorist attacks, which were masterminded by Pakistan-based terrorist group Lashkar-e-Taiba (LeT)*.
India’s National Investigation Agency (NIA), which is probing Rana, has said that it was ready to initiate proceedings to extradite him to India.
The arrest warrant issued by New Delhi charges Rana with “conspiracy to wage war” and “committing a terrorist act” under the relevant provisions of the Indian law.
During the court hearings involving Rana, the attorney has said that he assisted his childhood friend, LeT operative David Coleman Headley, in the planning of the Mumbai attacks.
Headley is an American terrorist who is currently serving a jail term in the US after being convicted of terrorism. Headley scouted for targets in Mumbai on behalf of LeT in the lead-up to the 2008 attacks.
Rana has also been accused of possessing beforehand information about the locations which were targeted by LeT in Mumbai.
The California district judge noted during the hearings that since New Delhi and Washington have an extradition treaty, Rana’s extradition to India remained fully compliant with the American law.
