The 18th G20 Heads of State and Government Summit is scheduled to take place in the Indian capital on September 9-10. The meeting would mark the conclusion of India’s G20 presidency.
India’s Ministry of External Affairs (MEA) has said that it “hopes” that all the G20 leaders, including President Vladimir Putin, will personally attend the upcoming G20 Summit in New Delhi.
“The invitations have been gone out to all the members, invitee countries and international organizations. This is a physical summit and we would hope that all the invitees will be able to participate in-person,” the MEA’s official spokesperson Arindam Bagchi told a media briefing in New Delhi on Thursday.
Bagchi said that India has received specific confirmations from several leaders without providing other details.
Bagchi was responding to a question if President Putin would participate in the G20 leaders’ meeting after his decision to participate in the BRICS’ summit in South Africa virtually, via teleconferencing. The meeting will take place in August.
The Kremlin has said that the Russian President will be
representing Russia virtually at the meeting, while Foreign Minister Sergey Lavrov would be present at the venue.
South African President Cyril Ramaphosa, the current BRICS chair, said in a statement that the decision on Putin’s online participation had been arrived through a “mutual agreement”.
While Ramaphosa said that the summit would be attended by other BRICS leaders, including Indian Prime Minister Narendra Modi, the Indian foreign ministry refused to confirm if Modi would be travelling to Johannesburg for the meeting.
Bagchi said that a decision would be taken closer to the dates of the BRICS meeting.
‘High Degree of Convergence’ Among G20 Countries
Bagchi expressed confidence that the G20 countries would be able to agree to a joint communique at the upcoming leaders’ meeting.
None of the G20 ministerial meetings held under the Indian presidency have come out with a joint communique, due to the phrasing of Ukraine-related paragraphs. In the absence of a joint communique, the G20 chair has been publishing a ‘chair’s summary’ as the main outcome document.
“There have been differences in paragraphs related to Ukraine. But largely, there has been a high degree of convergence among the participants on other issues and that’s a very positive thing,” Bagchi stated.
He said that the sherpas of G20 countries have been holding “constructive” meeting to agree on a common language in the final joint communique.
Bagchi revealed that a sherpa meeting would take place just days ahead of the leaders’ summit to discuss the joint communique.
“India has been pushing for new elements to be considered, particularly in the context of our presidency, be it environmental issues, women-led development and other issues relating to Global South,” the Indian official said. “There has been a broad understanding among various countries,” he remarked.
