Delhi announced the building of a refinery and petrochemical complex in Pachpadra village in Rajasthan's Barmer district in 2013. Construction started in 2018 and it's set to be completed by 2024.
Russian engineering company SST Energomontazh will participate in the large-scale construction of an oil refinery complex in India, reports have said.
SST Energomontazh, which is part of SST Group of Companies, will be implementing an EPC (Engineering, Procurement, and Construction) contract to equip industrial premises and utilities with electrical heating systems at the refinery.
As part of the EPC contract, the company - which has expertise in heat tracing and has completed projects in at least 60 countries - will be self-regulating heating cables with mineral insulation, junction boxes, explosion-proof control cabinets, sensors, control and monitoring systems, power, control and fiber optic cables, as well as cable support structures.
The company will also work on the design, production, construction, installation and commissioning of the oil refinery.

The Greenfield Refinery-cum-Petrochemical Complex is being setup by a joint venture company HPCL Rajasthan Refinery Limited (HRRL) of Hindustan Petroleum Corporation Limited (HPCL) and Rajasthan state government with stakes of 74 and 26 percent, respectively.

As per the information, the refinery will process nine million tons of crude oil per year and produce more than 2.4 million tons of petrochemicals.
It is being said that the project will significantly reduce import costs and lead to the development of the main processing industries in the region, such as the chemical and petrochemical industries, construction and engineering.
In February this year, India’s Oil and Gas Minister Hardeep S. Puri said that the “oil refinery at Barmer will be a true gem of the desert” while addressing media at the complex.
According to him, “the construction of the plant will bring new jobs and new opportunities to the people of Rajasthan."
