In order to simplify and smoothen the process of obtaining a Remote Pilot Certificate (RPC) to operate drones in India, the Government of India has said that instead of passport, which used to be the only prerequisite address proof till date, now Voter ID, Ration Card and Driving License could also be used for the same.A large number of people not having passports had become a hurdle for those wanting to become drone pilots especially those involved in the agricultural sector, it said, adding that the rule is applied from the 27th of September 2023.According to the existing rules, no person other than a holder of a valid remote pilot certificate is allowed to operate an unmanned aircraft system in the country.However, no certificate is required when it comes to small to medium sized drones, up to 2kg of weight, used for non-commercial drone use.

The Government has decided to allow people to use Voter ID, Ration Card or Driving License, in case they don't have passports, to obtain a Remote Pilot Certificate.
In order to simplify and smoothen the process of obtaining a Remote Pilot Certificate (RPC) to operate drones in India, the Government of India has said that instead of passport, which used to be the only prerequisite address proof till date, now Voter ID, Ration Card and Driving License could also be used for the same.
“After the amendment, it has now been made clear that a government issued proof of identity and a government issued proof of address i.e. Voter ID, Ration Card or Driving License can now be accepted to apply for a Remote Pilot Certificate if the drone pilot does not have a passport," the Civil Aviation Ministry notification said.
A large number of people not having passports had become a hurdle for those wanting to become drone pilots especially those involved in the
agricultural sector, it said, adding that the rule is applied from the 27th of September 2023.
"This effort is to further liberalize, promote and facilitate drone operations across the country and make India a global drone hub by 2030," it added.
According to the existing rules, no person other than a holder of a valid remote pilot certificate is allowed to operate an unmanned aircraft system in the country.
However, no certificate is required when it comes to small to medium sized drones, up to 2kg of weight, used for non-commercial drone use.
