Who is Heeralal Samariya, First Dalit Chief Information Commissioner of India?

Heeralal Samariya has been appointed the Chief Information Commissioner, taking over from Yogesh Kumar Sharma whose term ended on 3 October.
Indian President Droupadi Murmu on Monday appointed senior bureaucrat Heeralal Samariya as the chief of the Central Information Commission (CIC).
Samariya is the first person from the Dalit community to hold the top post of the transparency panel.
His appointment came after the Supreme Court of India on 30 October directed the federal and state governments to fill up the vacant position. The apex court also warned the governments that if the posts were not filled up, the 2005 Right to Information Act would become ineffective.

Notably, the federal informational panel is headed by the Chief Information Commissioner, and can have 10 information commissioners. There are still eight vacant posts, as there are only two information commissioners in the commission.

The bench, headed by Chief Justice of India D.Y. Chandrachud, Justices J.B. Pardiwala and Manoj Mishra, also directed the Department of Personnel and Training (DoPT) to collect information from all states on several aspects including the sanctioned strength of State Information Commissions (SICs), vacancies and the total number of pending cases there.
Despite being born in a small village named 'Pahadi' in Bharatpur district of Rajasthan state, Samariya has achieved a distinguished career.
He served as Secretary as well as Additional Secretary in the federal Ministry of Labour and Employment. Prior to this, he served as Joint Secretary in the federal Ministry of Chemical and Fertilisers.
Before serving in the various ministries of the federal government, the senior bureaucrat was a Commissioner in Commercial Taxes department of Telangana government.
A Civil Engineer by qualification, Samariya has also served in various departments of Andhra Pradesh state government. He started his bureaucratic journey as a Collector and District Magistrate of Karimnagar district in Telangana.
