India, Vietnam Share Common Goal of Multipolar World Order: PM Chinh
Vietnamese Prime Minister Pham Minh Chinh on Thursday concluded his maiden three-day state visit to India. The focus of the visit was to deepen the bolster ties between the two fast-growing Asian economies.
Vietnamese Prime Minister Pham Minh Chinh has said that New Delhi and Hanoi share the vision for a multipolar, multi-centre, inclusive and peaceful world order.
Delivering a lecture at the Indian government think tank Indian Council for World Affairs (ICWA) in New Delhi, Chinh underscored that strategic cooperation between India and Vietnam would play an "important role" in realising the vision of a just world where no country is left behind.
“India and Vietnam’s Comprehensive Strategic Partnership (CSP) is a positive influence for enhancing peace and cooperation in the region and the world,” stated the Vietnamese PM.
He stated that the strategic cooperation would also help in realising the vision of a "truly balanced, open and inclusive Indo-Pacific".
He added that disputes in the South China Sea should be resolved peacefully in line with United Nations Convention on the Law of the Sea (UNCLOS).
Chinh also warned that the global “arms race” had intensified in recent years.
He noted that India was only the third country after Russia and China to have accorded the status of Hanoi's Comprehensive Strategic Partner.
"The establishment of CSP, during Prime Minister Modi's visit to Vietnam in 2016, was a historical milestone to deepen the relationship across the board," Chinh asserted.
The Vietnamese leader highlighted that both the leaderships have decided to focus on enhancing political and strategic trust,
defense and security cooperation, trade and economic ties, multilateral cooperation, science and technology ties as well as people-to-people and tourism links.
The PM highlighted that both the countries could complement each other's efforts to achieve their respective goals of becoming developed nations by 2045 (Vietnam) and 2047 (India).
The Vietnamese PM said that both the countries were negotiating a new economic cooperation agreement to bolster ties, with Vietnam seeking more Indian investments in sectors such as infrastructure, maritime connectivity, oil and gas among others.
Earlier, the visiting leader lauded India's historical role as one of the founders of the Non-Aligned Movement (NAM), saying it was a "strong inspiration for international solidarity".
"India's philosophy of unity in diversity is a philosophy of solidarity. The spirit has spread to ASEAN as well. Thanks to this, the ASEAN region has become an epicentre of growth," Chinh remarked.
He highlighted that "global solidarity" and multilateralism were very much required to solve the current global challenges, exacerbated by the Covid pandemic and conflicts.
'Golden Chapter of India-Vietnam Relations': Modi
Earlier in the day, Modi and Chinh held wide-ranging talks at New Delhi's Hyderabad House to review and expand bilateral ties.
At the joint press statement, Modi said that Chinh's visit marked the beginning of a "golden chapter" in India-Vietnam relations.
Modi described Vietnam as an "important partner" of
India's Act East Policy and Indo-Pacific vision.
"We share unison in our views regarding the Indo-Pacific region. We support evolution, not expansionism. We will continue our cooperation for a free, open, rules-based and prosperous Indo-Pacific," Modi said during the joint press statement.
The two countries have signed nine pacts, including in the realms of capacity building, traditional medicines, sports,
heritage, agricultural and maritime cooperation among others.
New Delhi has also announced two credit lines to the tune of $300 million to Vietnam, according to an official announcement.
