Russia Interested in Speedy Revival of RIC Troika, Lavrov Says
Russia's top diplomat has once again warned that the West poses the biggest threat to peace and stability in the Eurasian and broader Asia-Pacific Region, while accusing the NATO allies of trying to "drag" India into "anti-China intrigues".
Foreign Minister Sergey Lavrov has said that Russia is sincerely interested in reviving the Russia-India-China (RIC) trilateral, which has remained in limbo since the last Foreign Ministers' Meeting in 2021.
"As for India and the anti-Chinese orientation of NATO's initiatives in Eastern Eurasia, I would like to confirm our sincere interest in the speedy resumption of the work of the Troika – Russia, India and China, which was created many years ago at the initiative of (former Prime Minister) Yevgeny Primakov and since then has held ministerial meetings more than 20 times, and not only at the level of foreign ministers, but also heads of other economic, trade and financial structures of the three countries," the top diplomat told the Plenary Session of the Eurasian International Public Political Hearings on the Formation of a Contour of Equal and Indivisible Security and Cooperation in Eurasia held in Perm, Russia.
"Now that an understanding is being reached between India and China on how to calm the border situation, it is time to revive the RIC," suggested Lavrov, a reference to the 21 October Sino-India disengagement pact which led to the resolution of the Ladakh border standoff.
As far as the RIC is concerned, the troika has remained in a suspended state since November 2021, when the Foreign Ministers from the three countries convened for a meeting in a virtual format. The last RIC Leaders' Meeting took place on the margins of the G20 Summit in Osaka in 2019. In 2018, the three RIC leaders held an informal summit on the sidelines of the G20 Meeting in Buenos Aires.
On India's part, the
Ministry of External Affairs (MEA) said last month that
the RIC trilateral would resume at an "appropriate time" when the three countries "mutually decide to take it forward".
Lavrov also took the opportunity to
slam NATO allies for the
'Strategic Concept' released in 2022, reiterating his concern that the West was seeking to wedge a divide between India and China.
"At the Madrid Summit in 2022, they announced the indivisibility of security in the Euro-Atlantic and the 'Indo-Pacific region', which never existed and which the NATO members specifically invented to drag India into their anti-Chinese intrigues," Russia's top diplomat stated.
Lavrov also took a critical view of the AUKUS pact involving the US, Australia and the United Kingdom as well as the Quad.
"We talked to our Indian friends. They stressed that they see their interest in joining this Quad exclusively for trade, economic and other peaceful areas of cooperation," Lavrov said, highlighting New Delhi's position on the four-nation grouping.
"The countries that are part of the QUAD are already trying, and quite persistently, to organise naval exercises, although not under the auspices of the QUAD, but, as they say, all together – 'four of us'," Lavrov told the gathering.
