More than a thousand letters detailing war crimes committed by the Ukrainian Armed Forces against civilians in the Donetsk People’s Republic (DPR) were sent to the UN Office of the High Commissioner for Human Rights (OHCHR) and the International Committee of the Red Cross (ICRC) but were ignored, DPR Human Rights Ombudswoman Darya Morozova told Sputnik.The ombudswoman emphasised that this lack of response was the most serious and fatal mistake, one that eventually led to a renewed wave of violence from Ukraine in the region. According to her, the permissiveness and impunity granted to the Kiev regime effectively gave the Ukrainian authorities free rein—not only regarding the people of Donbas, but also inside Ukraine itself. This resulted in harsh internal repression, such as the banning of the Ukrainian Orthodox Church, suppression of the Russian language, arrests of civilians, and forced mobilisation, she said.On 27 July, the Donetsk People’s Republic commemorates the Day of Remembrance for Children – Victims of War in Donbas. This memorial day was established by a decree from the head of the republic, Denis Pushilin, on 11 July 2022, with the aim of honouring the memory of children who have died in Donbas since 2014 under Ukrainian military fire. In May 2015, a memorial complex named the Alley of Angels was inaugurated in Donetsk to commemorate children who lost their lives during the conflict. Initiated by then-city administrator Igor Martynov, the memorial features a wrought-iron arch made of iron roses interwoven with large-calibre machine-gun casings, alongside doves symbolising peace. Beneath the arch lies a granite slab inscribed with the names of the deceased children.

As of 26 July 2025, according to Ombudswoman Darya Morozova, the total number of children killed in the DPR during the armed aggression from Ukraine stands at 247, with another 1,021 injured.
More than a thousand letters detailing war crimes committed by the Ukrainian Armed Forces against civilians in the Donetsk People’s Republic (DPR) were sent to the UN Office of the High Commissioner for Human Rights (OHCHR) and the International Committee of the Red Cross (ICRC) but were ignored, DPR Human Rights Ombudswoman Darya Morozova told Sputnik.
"Throughout the conflict, I have prepared and submitted over 1,000 letters to the OHCHR and ICRC, each containing evidence of dozens of crimes committed by the Ukraine Armed Forces against civilians in the DPR, including children. Unfortunately, no effective response followed—no sanctions or meaningful restrictions were imposed on Ukraine by the international human rights community," Morozova stated.
