US Commerce Secretary Acts Like a Representative of 'Colonial Power': Russian Envoy

Russia’s Permanent Representative to International Organisations in Vienna, Mikhail Ulyanov, commenting on remarks by US Commerce Secretary Howard Latnick regarding India, said the official was behaving like a representative of a colonial authority.
Ulyanov was responding to Latnick’s recent interview with Bloomberg TV, in which the American minister claimed that India still refuses to open its domestic market to US goods, halt purchases of Russian oil, and suspend its participation in BRICS.
“This gentleman [Latnick] behaves as a representative of a colonial power. He sincerely doesn’t understand why India does not care of threats and blackmailing coming from Washington," Ulyanov wrote on X.
In late August, US imposed an additional 25% tariff on imports from India, bringing the overall rate to 50% — one of the highest duties imposed by Washington. The decision was linked to what US described as a sharp rise in India’s imports of Russian oil (its share reportedly increased from under 1% to 42% after 2022), as well as the collapse of trade talks: five rounds ended without result, despite India’s expectation that duties would be capped at 15%.

India has called the US measures “unfounded and unfair” but stressed its willingness to continue dialogue and seek compromise. Indian officials also note that US criticism is selective, since the European Union continue to buy Russian energy.
