A new index measuring the digital maturity of small and medium-sized enterprises (SMEs) has been launched in Russia, with the country’s current score standing at a medium level of 2.52 out of a possible 5.
The index was presented for the first time at the St Petersburg International Economic Forum (SPIEF).
The highest digitalisation levels (3/5) are in information and communications, administration, and education. The lowest (below 2) are in manufacturing, agriculture, culture, sport and entertainment.

The study by the SME Corporation and Rostelecom found that digitalisation is not yet a major growth driver for most SMEs, though some have seen revenues rise by over 15%. A key barrier, said SME Corporation Deputy CEO Yulia Zhdan, is the financial inaccessibility of digital solutions for small businesses.
“The SME segment is becoming an increasingly active participant in Russia’s digital economy. We are actively supporting the digitalisation of SME enterprises through technological solutions, including those designed for highly specialised industry-specific tasks. At the same time, we observe that the level of digital maturity in this segment remains low,” said Timofey Abramenko, Vice President for Product Development and SME Engagement at Rostelecom.
