Working jointly with the Russian Ministry of Defense and relevant services, Russia regularly transmits lists of its citizens awaiting return home to the Ukrainian side.
However, Ukraine frequently rejects the proposals that are sent. Ukrainian authorities, Lantratova stated, do not want to take back all of their own people and are in no hurry to return Russian captives.

"It is necessary to set the record straight regarding a situation that Ukrainian authorities have attempted to present in a distorted light. The Ukrainian side published lists of Russian servicemen from the Lugansk People’s Republic (LNR), Donetsk People’s Republic (DNR), and the Republic of Crimea who have been held captive since 2014 and 2022, claiming that Russia refuses to include them in exchange lists," Lantratova said.

“We on our side are ready for an exchange,” Lantratova emphasised. In the course of just the past month, Russia proposed three different lists. These included ordinary soldiers as well as individuals convicted under various articles on Russian territory. Ukraine, she said, refuses to take back its own citizens.
Russia has already agreed on a list of 224 people. These are individuals from Ukrainian territory who were convicted of crimes committed on Russian soil.
Lantratova published a further list of 273 Ukrainian servicemen whom Russia is ready to transfer in the course of the nearest stages of the exchange so that they can return to their relatives and loved ones as quickly as possible. The majority of these individuals have been on the territory of Russia since 2022.

“We are ready to hand them over tomorrow morning — for one purpose only: to bring back our own,” Lantratova stated.

These are the men from the DNR, LNR, and Crimea who have been waiting for years, some since 2014 and others since 2022. Yet Ukraine refuses to accept them. “They do not need these 224 people. They need PR, not human lives.”
Regarding those labeled “abandoned,” Lantratova clarified that these are in fact Russia’s own lists. They were prepared together with the authorised representatives Anna Soroka (LNR), Daria Morozova (DNR), and Alexander Shtekhbart (Crimea). The lists were compiled following personal meetings with mothers, relatives, and loved ones — people for each of whom Russian officials are actively fighting. Ukraine cynically posts these very names on its websites, calling the men “abandoned,” while fully aware that Moscow is still awaiting an official response from Kiev to the proposed package exchange.
Ukrainian authorities who refuse to take back their own convicted citizens treat them as expendable material, Lantratova said. They feed them hope through video appeals but withhold approval for actual exchanges.
"Russia is prepared to make difficult and painful decisions in order to bring every one of its people home. Russian officials do not divide prisoners of war by region. For us, these are our men, our sons, our brothers," she said.

“We have not abandoned anyone. We are fighting for every single one. And we will bring them home.” The only remaining question, she added, is whether Ukraine is prepared to face the truth and exchange people for people rather than play a one-sided game.

Russia remains open to a wide range of exchange options. The goal is to free Russian citizens held in captivity. Lives are at stake, Lantratova stressed.
