Humanity to Build Settlements on Moon: Russian Cosmonaut

Building settlements on the Moon is only a matter of time, and humanity will be able to implement such projects, Russian cosmonaut Sergey Teteryatnikov, a member of the upcoming Crew‑13 mission to the International Space Station (ISS), told Sputnik.
"Yes, it is a matter of time," Teteryatnikov said in an interview when asked about prospects of Moon-based settlements.
The implementation of such projects may not occur in the 2030s, as NASA expects, but in a more distant future, he noted.
"But if people are engaged in it, it will be done," Teteryatnikov added.
In March, the US space agency announced it would work on the phased creation of a permanent base on the Moon. NASA intends to build the base in three stages. First, cargo and equipment will be delivered to create basic power, scientific, and communications infrastructure. The second stage involves developing Earth-like habitable infrastructure and logistics, including contributions from international space agencies. The final stage is expected to enable long-term human presence on the Moon.
