Even the second-tier regulations are expected to be adopted before the end of October.The Central Bank also maintains contacts with the participants in the financial market to adjust the subordinate legislative acts, if necessary, and to hold consultations on entering crypto rosters and planning activities in this sector, he said.The law governing the circulation of cryptocurrencies in Russia came into effect on September 1, 2026. The Central Bank added Bitcoin, Ethereum и Tether USDT to the roster of cryptocurrencies available for public trading. Non-qualified investors will be permitted to acquire these three cryptocurrencies for no more than 300,000 rubles ($3,600) a year via one intermediary. Qualified investors will be allowed to purchase and sell any cryptocurrencies without a limit on the amount. Both non-qualified and qualified investors will have to pass a test and get acquainted with the risks associated with investing in cryptocurrencies.
