Pakistan joined the Belt and Road Initiative (BRI), Beijing’s trillion-dollar global connectivity project, in 2013.
Beijing and Islamabad have said that the China-Pakistan Economic Corridor (CPEC), the flagship initiative of the Belt and Road Initiative (BRI), has led to the bolstering of “strategic partnership” between the two countries.
Officials from the two countries participated in the ‘International Conference on Decade of CPEC and BRI: From Vision to Reality" which kicked off in Islamabad on Monday.
Pang Chunxue, the Charge d’ Affairs (CdA) at the Chinese Embassy in Islamabad, noted that the CPEC has made “remarkable achievements” over the last decade.

The Chinese diplomat, the chief guest at the event, expressed confidence that CPEC would be “further enhanced to elevate all-around cooperation to new heights”, according to excerpts of her speech published by Pakistan’s Ministry of Planning, Development and Special Initiatives.

She said that the CPEC, like the overall BRI initiative, has made “positive contributions” to the society in terms of development and alleviating poverty in Pakistan.
Pang underlined that the “historic visit” of Chinese President Xi Jinping to Pakistan “accelerated the large-scale construction of CPEC”.
She described the “full operational capacity” of the Gwadar port, the development of the Gwadar International Airport and the connecting infrastructure as well as highways as the “notable accomplishments” of CPEC.
Pang said that the energy projects set-up in Pakistan under CPEC have helped to resolve “power shortages” in that country.
She said that the “industrial cooperation” under CPEC was especially crucial, including the development of special economic zones (SEZs). The diplomat said that these zones could bolster “industrial development, benefit local communities and create job opportunities”.
The CPEC encompasses a series of connectivity and infrastructure projects starting in China’s Xinjiang Autonomous Region and ending at the port of Gwadar located at the Arabian Sea coast of Pakistan’s Balochistan province.
India objects to the CPEC on sovereignty grounds as it passes through Pakistan-administered Kashmir, which New Delhi describes as being under “illegal occupation” of Islamabad since 1948.

CPEC to Attract Investments from Third Countries: Pakistan

Syed Zafar Ali Shah, the planning secretary of Pakistan, told the conference the SEZs being set-up under CPEC would “attract more foreign investments” not only from China but from third countries as well, according to the ministry.
He said that CPEC has created thousands of “direct and indirect opportunities” for Pakistan’s local communities.

“Beyond economic benefits, CPEC has also strengthened the strategic partnership between Pakistan and China, providing opportunities for collaboration in diverse sectors such as science and technology, information technology, agriculture, energy, and socio-economic domains,” Shah said in his speech.

In line with its opposition to CPEC, New Delhi has also firmly objected to the participation of “third countries” in CPEC projects.
The Indian Foreign Ministry said last year that “such activities are inherently illegal, illegitimate and unacceptable, and will be treated accordingly by India”.
