ASEAN Releases Maiden Maritime Outlook Amid Changing Geostrategic Landscape

The ASEAN Maritime Outlook (AMO) was launched at the 13th ASEAN Maritime Forum in Bali. The AMO will be released once every three years.
The 10-country Association of Southeast Asian Nations (ASEAN) on Tuesday launched its inaugural ‘Maritime Outlook’ (AMO) aimed at maintaining ASEAN unity and centrality amidst the rapidly changing geostrategic landscape in Indo-Pacific, according to the document.
The policy document presents an overview of managing southeast Asia’s ties with major powers such as India, Russia, China, the US, and the European Union (EU).
It takes stock of maritime cooperation on a range of issues between the southeast Asian nations and their external partners in various sectorial bodies, mechanisms and processes, which include organizations such as East Asia Summit (EAS), ASEAN Foreign Ministers Meeting (AMM), ASEAN Regional Forum (ARF) and ASEAN Defense Ministers’ Meeting (ADMM) among others.
The ASEAN has established dialogue partnerships with 11 nations, including Australia, China, the EU, India, Russia and the US among others.
Significantly, the AMO details a plan of action for implementing ASEAN’s strategic partnerships with all the major countries.

Detailing ties with Australia, the ASEAN policy document calls for adhering to the Southeast Asia Nuclear-Weapon-Free Zone Treaty (SEANWFZ) and the ASEAN Outlook on Indo-Pacific (AOIP), in view of the southeast Asian nations’ concerns over the AUKUS trilateral pact.

With regards to China, the policy document calls for concluding a Code of Conduct (COC) in the South China Sea through “friendly consultations and negotiations by sovereign states directly concerned”.
It urged both China and the US to exercise “self-restraint in the conduct of activities that would complicate or escalate disputes and affect peace and stability”.
The AMO says that ASEAN would strengthen practical cooperation with all the dialogue partners in the realms of maritime security, counter-terrorism, peacekeeping operations, military medicine, humanitarian mine action, and cyber security.

Importance of Maritime Domain for ASEAN Has Grown Significantly

ASEAN Secretary-General Dr. Kao Kim Hourn underlined that the “importance” of maritime domain for ASEAN has “grown significantly” over time as the region wasn’t just only a connecting point for Indian and Pacific Oceans, but also the fifth largest economy in the world.

He noted that major sea lines of communication (SLOC) which passed through the region—Malacca, Singapore, and Lombok Straits, and the South China Sea — were critical to global supply chains, energy security as well as connectivity.
Hourn said that challenges in ASEAN’s maritime domain have turned more “complex, multidimensional and interconnected”.

The Secretary-General highlighted that the maritime disputes in the region weren’t the only problem facing the region. But there were also issues such as transnational crimes, drug-trafficking, human-trafficking, degradation of the marine ecology, piracy and depletion of fishery stocks which had a direct bearing on the people living in 10 southeast Asian nations.

Dr. Hourn also stated that the ASEAN Maritime Outlook would present an invaluable vantage point to identify areas of common concern and maritime areas of cooperation between ASEAN and its external partners.
