Russian Foreign Minister Sergey Lavrov held talks with his Turkish counterpart Hakan Fidan in Moscow on Thursday.The sides discussed the ‘Black Sea Grain Initiative’, which Russia left last month citing Ukraine's failure to fulfill its obligations under the agreement. The Ministers also discussed Russian President Vladimir Putin's initiative to supply 1 mln tonnes of Russian grain at discounted price for further processing.Russia brought to the attention of Turkiye what the West should do to restore the grain deal, Lavrov said following the meeting.Earlier on Thursday, the Kremlin spokesman Dmitry Peskov said that Russia was ready to return to the deal immediately if conditions concerning Moscow were fulfilled.Russia expressed its readiness to return to the grain deal many times, if the Western countries and Ukraine fulfill their commitments in accordance with the deal.Why Did Russia Ditch Grain Deal?In July 22, 2022, Russia, Ukraine, Turkiye and the United Nations reached agreements in Istanbul aimed at easing restrictions on suppliers of Russian fertilizers in exchange for the passage of grain ships from Ukrainian ports.The initial proposal was made by UN Secretary General António Guterres in May the same year. It also envisaged the clearing of the Black Sea coast from Ukrainian mines for the withdrawal of ships with grain.However, the Western countries and Ukraine failed to fulfill their commitments on facilitating the export of Russian foodgrains and fertilizers to global markets. Moreover, Russian exporters of grain and fertilizers faced barriers primarily related to denials of service at ports, payment for supplies and insurance.As a result, Russia made a decision not to extend the grain deal on July 18.

failure to fulfill its obligations under the agreement. The Ministers also discussed Russian President Vladimir Putin's initiative to supply 1 mln tonnes of Russian grain at discounted price for further processing.
Russia brought to the attention of Turkiye what the West should do to restore the grain deal, Lavrov said following the meeting.
Earlier on Thursday, the Kremlin spokesman Dmitry Peskov said that Russia was ready to return to the deal immediately if conditions concerning Moscow were fulfilled.
Russia expressed its readiness to return to the grain deal many times, if the Western countries and Ukraine fulfill their commitments in accordance with the deal.
"No, I repeat once again, there are no concrete results of this discussion yet. But there will be a discussion of this issue in Moscow today [during the meeting between foreign ministers of Russia and Turkiye], and in the very near future, at the highest level, of course. It is difficult to say how effective this will be, but I repeat once again, as a responsible supplier ofgrain, Russia takes part in such discussions," Peskov told reporters.
Why Did Russia Ditch Grain Deal?
In July 22, 2022, Russia, Ukraine, Turkiye and the United Nations reached agreements in Istanbul aimed at easing restrictions on suppliers of Russian fertilizers in exchange for the passage of grain ships from Ukrainian ports.
The initial proposal was made by UN Secretary General António Guterres in May the same year. It also envisaged the clearing of the Black Sea coast from Ukrainian mines for the withdrawal of ships with grain.
However, the Western countries and Ukraine
failed to fulfill their commitments on facilitating the export of Russian foodgrains and fertilizers to global markets.
If Kiev cleared its ports of mines, ships with grain would be able to leave without any problems, Russian President Vladimir Putin said back then.
Moreover, Russian exporters of grain and fertilizers faced barriers primarily related to denials of service at ports, payment for supplies and insurance.
As a result, Russia made a decision not to extend the grain deal on July 18.
