Afghan Embassy Claims India Pushing It to 'Relinquish' Control to Taliban

The Afghan Embassy claims all diplomats linked to the former government had "safely reached third countries". The only individuals present in India are diplomats affiliated with the Taliban* movement, it stated.
The Afghanistan Embassy in New Delhi, linked to the previous president of Afghanistan Ashraf Ghani government, has announced its "permanent closure", according to a statement on Friday.

"The Embassy of the Islamic Republic of Afghanistan in New Delhi regrets to announce the permanent closure of its diplomatic mission in New Delhi," it said in a letter posted on social media platform X, formerly Twitter.

"The decision follows the embassy's earlier cessation of operations on September 30, a move made in the hope that the Indian government's stance would evolve favourably for the normal continuation of the Embassy of the Islamic Republic of Afghanistan," it stated.
The embassy statement claimed that the Indian government hadn't fulfilled its demands of extending the visa of the Afghan diplomats in New Delhi in spite of an eight-week wait between September and now.

"Given the constant pressure from both the Taliban and the Indian government to relinquish control, the embassy faced a difficult choice," the embassy asserted.

A Charge d'Affaires (CdA) at the Afghan Embassy, appointed by the Taliban in May, is serving as the de-facto head of the mission. However, he is yet to present his credentials to the Indian president.
The Afghanistan Embassy spelled out three demands for the Indian government as it announced a permanent closure of operations.
It urged New Delhi to assume "custodial responsibility" of the embassy properties, bank accounts, vehicles and other assets, which it noted were in line with the Vienna Convention.
The Embassy claimed that it had shared a 110-page list with the Ministry of External Affairs (MEA), including details of nearly $500,000 held in embassy bank accounts.
It also asked New Delhi to allow the hoisting of the "Afghan national flag" (the tricolour) at the embassy properties. The Taliban, which stormed to power in 2021, has been using its own white flag with an Islamic inscription as the national flag.
Lastly, the embassy called upon the Indian government to only hand over the control of the mission to a "legitimate, accountable government duly elected by the Afghan people," according to the statement.

What is India's Position on the Intra-Afghan Spat?

The Ministry of External Affairs (MEA) has previously rejected Afghan Embassy's claims that its operations in the country had been suspended.

”Our understanding is that the embassy in New Delhi is functioning or continuing to function. We are in touch with the Afghan diplomats who are there in that embassy, as well as with the Afghan diplomats who are at the consulates in Mumbai and Hyderabad," MEA spokesman Arindam Bagchi said in October.

Bagchi noted that the decision on who would run the embassy operations was an "internal matter" of a foreign mission.

New Delhi, like many other nations, is yet to accord diplomatic recognition to the Taliban until it fulfils its international obligations, including not allowing its territory to be used by terrorist groups, forming an "inclusive" political government and respecting the rights of minorities and women.
*The Taliban is under UN sanctions for extremism.
