SCO Opposes Unilateral Coercive Measures Amid US Tariffs - Joint Statement

Ahead of the Members' Session this morning, the Indian Prime Minister's Office (PMO) shared images of PM Modi sharing a hug with President Putin, as well as both leaders engaging in a brief conversation with President Xi Jinping.
The 10-nation Shanghai Cooperation Organisation (SCO) has firmly opposed unilateral coercive measures, including those of economic nature, that undermine international law and go against the norms of the World Trade Organisation and the UN Charter, according to a joint statement issued after the Members' Session of the SCO Summit in Tianjin on Monday.
Further, the Tianjin Declaration adopted by the SCO Council of Heads of State (HOS), said that these measures damage the interests of global food and energy security, negatively affect the global economy as well as hinder international cooperation in pursuit of the UN Sustainable Development Goals (SDGs).
The SCO grouping, which includes world's biggest energy consumers - India and China- as well as a major energy producer- Russia- also expressed concern over the "instability" in the global energy market, while batting for further strengthening energy cooperation.
The statement said that the intensifying geopolitical confrontation, challenges and threats to security and stability were causing a "serious turmoil" in the global economy, especially international commodity and financial markets.
There wasn't a direct reference to the US tariffs in the Joint Statement.
The significant messaging from the SCO Summit in Tianjin, which is being attended by around two dozen heads of state and heads of international organisations, comes against the backdrop of tariff onslaught by the US. The Trump administration has slapped India with a 50% tariff rate, including a 25% "penalty" for purchasing Russian crude. Senior US officials, including White House Advisor Peter Navarro and US Treasury Secretary Scott Bessent, have in recent weeks intensified their attacks on Prime Minister Narendra Modi for India-Russia ties.

Significantly, the SCO Joint Statement also condemned the Pahalgam terrorist attack on 22 April, while also asserting that "double standards" in the fight against terrorism are unacceptable. The SCO leaders also condemned the terrorist attacks in Pakistan on Jaffer Express on 11 March and 21 May.

Further, the SCO Joint Communique also made a strong pitch for a multipolar world order and United Nations (UN) reforms.

"They consider it necessary to adapt the UN to modern political and economic realities by carrying out a balanced reform to ensure the representation of developing countries in the governing bodies of the UN," the joint statement read.

Addressing the plenary session of the SCO earlier, Prime Minister Modi said that for India, engagement with the SCO was based on "three main pillars" - S for security, C for connectivity and O for opportunity.
Modi expressed hope that the SCO could become a "guide to multilateralism and the inclusive world order".
The Indian leader described it as a "gross injustice" that aspirations of the Global South were being "imprisoned in outdated frameworks", a reference to UN reforms.
"We cannot show the multicolored dreams of the new generation on the old-fashioned black-and-white screen. The screen must be changed,” he remarked.
The Indian Prime Minister called on the SCO states to increase coordination on issues such as radicalisation and terror financing, while condemning "double-standards" on the terrorism issue.
“We must clearly, and in unison, say that no double standards on terrorism will be acceptable. Together, we must oppose terrorism in every color, in every form. This is our responsibility to humanity,” the PM said, while condemning the Pahalgam terrorist attack.
Modi said that SCO-RATS has played a very important role in fostering greater counter-terror cooperation in the region, while recalling New Delhi's leadership in countering Al-Qaeda*.
The Indian PM also said that India was developing projects such as the Chabahar Port and the International North-South Transport Corridor (INSTC) to increase connectivity to Afghanistan and Central Asia. He also urged a respect for sovereignty while carrying out connectivity projects. "Connectivity, that by-passes sovereignty, loses trust and meaning," Modi remarked in his address.
