Russia Kicks Off Fuel Shipments for Kudankulam Phase 2

Russian state corporation Rosatom has commenced the delivery of nuclear fuel for the second phase of the Kudankulam Nuclear Power Plant (NPP) in Tamil Nadu, it said in a statement on Wednesday.
The first batch of fuel assemblies for Unit 3 has arrived from the Novosibirsk Chemical Concentrates Plant in Siberia, marking a milestone in India’s nuclear energy expansion. Managed by Rosatom’s Nuclear Fuel Division under TVEL JSC, the shipment is part of a 2024 contract covering fuel supply for Units 3 and 4 throughout their operational life. Seven flights are planned to deliver the full reactor core along with reserve fuel.
Units 1 and 2 of Kudankulam, commissioned in 2013 and 2017, already use TVS-2M fuel, which features increased uranium mass, a new anti-debris filter, and enhanced reliability. This allows reactors to run on an 18-month fuel cycle, compared with 12 months previously, reducing shutdowns and increasing electricity generation. Units 3 and 4 will be the first VVER-1000 reactors worldwide to operate on an 18-month cycle from the start. Rosatom engineers, collaborating with Indian partners, adapted solutions previously implemented at Russian and Chinese plants to boost efficiency and long-term performance.

Once complete, the Kudankulam facility will host six VVER-1000 reactors with a total capacity of 6,000 MW. Units 3–6 are under construction, with the Nuclear Power Corporation of India as the technical customer and Rosatom’s Engineering Division as the general designer and equipment supplier. All units comply with the latest IAEA safety standards.

Around one in six reactors worldwide operates on TVEL fuel. The initiation of fuel shipments for Kudankulam’s second phase highlights the deepening India-Russia nuclear partnership. Leveraging advanced fuel technology and long-term engineering support, the project strengthens India’s clean energy capacity while improving operational efficiency and sustainability.
