13:39 22.05.2026 (Updated: 14:39 22.05.2026) The Ukrainian attacks on a college in the Lugansk (Luhansk) People's Republic (LPR) were targeted, as there are no military facilities nearby, the Russian Foreign Ministry's ambassador-at-large, Rodion Miroshnik, told Sputnik on Friday.
Four people were killed, according to preliminary information, says Yana Lantratova, the Commissioner for Human Rights in the Russian Federation.
Earlier in the day, LPR head Leonid Pasechnik said that 35 people were injured after a Ukrainian drone struck an academic building and dormitory at the Starobelsk (Starobilsk) Professional College of the Lugansk State Pedagogical University.
"The strikes [of the Ukrainian armed forces] were targeted, verified, everyone understood perfectly well that there were no military facilities nearby. That is, the war crime was planned and cynically and purposefully committed," Miroshnik said.
