Russia Invites Indian Companies to Vladivostok Tech Hubs

Development of the Russian Far East and Arctic is a national priority for the entire 21st century under President Putin, Russia's Minister for Development of the Far East and the Arctic Alexey Chekunkov said at the India–Russia Business Dialogue on the sidelines of SPIEF-2026.
"We are talking about more than half of Russian territory. It's 55% of Russia. The Russian forests in the Arctic are a genuine treasure trove of natural resources, mineral wealth, and natural wonders. Home to only 10 million people, which by Indian standards is an average town. But it's a world-class province for oil, gas, gold, copper, and of course diamonds," Russia's Minister for Development of the Far East and the Arctic Alexey Chekunkov said at the India–Russia Business Dialogue on the sidelines of SPIEF-2026.
Indian companies and workers are already succeeding here: ONGC has major oil & gas investments, and many Indians work successfully in diamond cutting in Yakutsk, proving that “in spite of being a citizen of a very warm country, Indians fare very well in the Russian Arctic.”
In the next two months, all existing regimes will be consolidated into one “super economic zone” — the most advanced and favourable investment regime in the whole of Russia.
Investors receive unmatched government support: a single dedicated ministry treats every investor “like our own child” and like the most important client.
Problems are solved at regional level, ministry level, or directly by Deputy Prime Minister Yuri Trutnev if needed. Current portfolio: 4,000 projects, 15 trillion rubles planned investment (6.6 trillion already invested).
The Northern Sea Route is becoming a major logistics corridor: cargo turnover grew from 1 million tons (2012) to 37.8 million tons last year, expected 40 million tons this year, and 100 million tons in the next five years. Growing interest from Indian logistics and transport companies; it offers a much shorter, safer alternative to traditional routes.
New high-tech opportunities: Russia is introducing International Territories of Development with hidden shareholder registries and full protection from third-party interference. Guaranteed demand will be provided for high-tech manufacturing (similar to India’s successful offset policy).
Three large technological centres are being built in Vladivostok (on Russky Island): IT & Artificial Intelligence, biotech, and biomedicine. Top Russian scientists who worked in the world’s best universities are returning to lead breakthrough projects.
India’s manufacturing expertise (e.g., iPhone assembly in Gujarat) combined with Russian advanced technology and scientific capabilities can create highly competitive projects for the entire Asian market.
