It is impossible to formulate security guarantees for Ukraine without Russia's participation, Kremlin spokesman Dmitry Peskov said on Tuesday.
Earlier in the day, German Chancellor Friedrich Merz announced his intention to exclude Russia from the drafting of so-called "security guarantees" for Kiev.
"Chancellor Merz's statement shows that the position of the Europeans is deadlocked. It is impossible to formulate security guarantees without Russia's participation," Peskov told reporters.
Europeans' desire to formulate security guarantees for Ukraine without Russia excludes their participation in the settlement process, the official added.
