The development came during Indian Foreign Secretary Vikram Misri's visit to Thimpu, where he co-chaired the fifth India-Bhutan Development Cooperation Talks with his Bhutanese counterpart, Dasho Pema Lektup Dorji.Additionally, the two Foreign Secretaries also witnessed the exchange of a document for an Umbrella Line of Credit Agreement between RGoB and EXIM Bank of India, to operationalise a concessional Line of Credit of INR 4000 crore ($419 million) for energy projects in Bhutan, the statement added.Besides, an MoU between All India Institute of Medical Sciences (AIIMS), New Delhi and Khesar Gyalpo University of Medical Science of Bhutan (KGUMSB) for collaboration on research and exchange programmes on health-related education and training was also formalised.

India Operationalises $419 Million Line of Credit for Energy Projects in Bhutan
India operationalised a $419 million Line of Credit for energy projects in Bhutan on Friday, in addition to reviewing a range of India-funded development projects in the tiny neighbouring Himalayan country.
The development came during Indian Foreign Secretary Vikram Misri's visit to Thimpu, where he co-chaired the fifth India-Bhutan Development Cooperation Talks with his Bhutanese counterpart, Dasho Pema Lektup Dorji.
"During the 5th Plan Talks, both sides reviewed the overall progress and implementation of the Government of India (GoI)'s support of INR/Nu. 100 billion (10,000 crore/$1.4 billion) for Bhutan's 13th FYP period (2024-29). This support covers Project Tied Assistance (PTA) projects, High Impact Community Development Projects (HICDP), Economic Stimulus Programme (ESP) and the Programme Grant," the Ministry of External Affairs (MEA) said in a statement.
Additionally, the two Foreign Secretaries also witnessed the exchange of a document for an Umbrella Line of Credit Agreement between RGoB and EXIM Bank of India, to operationalise a concessional Line of Credit of INR 4000 crore ($419 million) for energy projects in Bhutan, the statement added.
