There was no "PR campaign" for the presidential decree on issuing visas to foreigners who share Russian values, and the interest in this visa reflects the proactive life stance of these citizens, the diplomat said.
"They don't choose Russia by chance. They follow what is happening here, study it, and they believe that the situation in Russia is more predictable for years to come. They see the opportunity to realise themselves not in Switzerland or Western Europe, but specifically in Russia," Popov said.
