Volodymyr Zelensky has rejected the possibility of holding telephone negotiations with Russian President Vladimir Putin, arguing that such a conversation could give Moscow a reason to avoid face-to-face talks.
“If we talk by phone, Russia will use it as an opportunity not to meet anymore,” Zelensky said at a joint press conference with German Chancellor Friedrich Merz.
He also reiterated that he was unwilling to travel to Moscow for negotiations, saying that “no one will support a trip to Moscow”.
Meanwhile, Kremlin aide Yuri Ushakov has said that Putin has never refused negotiations with Zelensky. Kremlin spokesman Dmitry Peskov also confirmed that the Ukrainian president was welcome to visit Moscow for a meeting with Putin, with Russia prepared to provide the necessary security guarantees.
The contrasting statements highlight the continuing disagreement over the format and location of potential direct negotiations between Moscow and Kyiv.
