The elegation held talks with Kazem Gharibabadi, Iran’s Deputy Foreign Minister for Legal and International Affairs.
They discussed alternatives to the death penalty for Afghan citizens convicted of serious crimes and serving sentences in Iranian prisons, Alemarah news reported.
Gharibabadi, who previously served as Secretary of the High Council for Human Rights — an Iranian state body responsible for protecting human rights and addressing international criticism — announced that Iran is set to transfer 1,500 Afghan prisoners back to Afghanistan.
Alemarah said the meeting emphasised the importance of strengthening legal and judicial cooperation between the two nations.
The discussions also addressed safeguarding the legal rights of Afghan refugees residing in Iran.
Haqqani called on Iranian authorities to share a comprehensive list of Afghan prisoners, including those sentenced to death, the portal reported.
The head of the Afghan delegation stressed that while the death penalty is the most severe punishment, Islamic law grants judges the discretion to issue lighter sentences in certain cases.
Haqqani also highlighted the need to ensure proper living conditions for Afghan refugees in Iran, particularly in the areas of education and employment.
He urged measures to prevent their harassment and called for a ban on the detention of Afghans without a court warrant.
According to Alemarah, Gharibabadi praised the Afghan delegation’s visit and assured that “Iran will strive to treat Afghans kindly and compassionately in all areas.”
