BRICS Enhances the Voice of the Developing World: Russian Envoy

India and Russia are exploring promising cooperation areas, including the Northern Sea Route, and logistics, with India expressing strong interest in joint projects for deeper Arctic engagement, the Russian Envoy in Delhi said.
Russia’s Ambassador to India Denis Alipov highlighted important elements of India-Russia cooperation on Monday, particularly that India is expressing huge interest in mutual projects in Russia's Far East. The envoy expressed optimism about India-Russia relations, noting that this year has been especially “productive”.
He pointed out that the recent visit of India’s prime minister to Moscow in July facilitated discussions on various topics beyond BRICS, including bilateral trade, which has seen a notable increase in both Russian oil exports to India and Indian exports to Russia.
Alipov emphasised the importance of economic cooperation, highlighting efforts to expedite the free trade agreement between India and the Eurasian Economic Union.

"Both [India and Russia] are thinking about a ruble-rupee trade mechanism," the diplomat said, noting that the issue is not the exchange rate; but the cautious approach of Indian banks towards transactions with Russia, influenced by pressure from the United States, which has been closely monitoring transactions between the two countries and has even threatened sanctions.

However, there are no impediments as regards to national currencies if those banks and the players in the financial dialogue and the financial cooperation are genuinely wishing to utilise the existing mechanisms, the ambassador highlighted.
He also stressed the need for India, Russia, China, and other countries to have an equal voice in global financial matters.
"India’s voice should be taken into account, and like the rest of the world, India has all capacities," he noted, highlighting BRICS as the "voice of the Global South and developing world in international affairs," the envoy said.
BRICS is a platform that offers member countries and those who wish to engage, the opportunity to participate in dialogue on various contemporary issues, he said, adding that the grouping is designed to discuss, elaborate on, and develop solutions to global and regional crises.
Further, Alipov mentioned India's investments in the Arctic, calling it a step closer to greater engagement.

"We discussed such promising areas of mutual cooperation like the Arctic, Northern Sea Road, and the logistical routes between India and Russia. India is expressing huge interest in mutual projects in Russian ties. That will be a step closer to a more substantial and bigger engagement within the Arctic," he added.

The ambassador noted Russia's significant role in India's nuclear energy sector, highlighting the successful construction of a nuclear power plant near Udaipur. He shared that the project is progressing well, with plans for a full-capacity second stage and two additional reactors underway, all linked to the national power grid.
In total, six reactors are being built in Kudankulam, and there is a strategic plan to expand cooperation in nuclear energy, not only for energy production but also for applications in non-energy sectors, such as nuclear medicine and other related technologies, he noted.

The bilateral relations between India and Russia are strong, despite some challenges that have been successfully navigated, Alipov stated.

He emphasised the importance of the BrahMos project and defence cooperation, assuring that progress is underway. He highlighted the Indo-Russian Rifles Private Limited (IRRPL) joint venture, noting Russia's practical contributions, and the licensed production of several thousand T-90 tanks over the years.
Looking ahead, he noted plans for a joint statement on July 7 that will be similar in significance to the BRICS declaration, outlining key areas of collaboration.
He noted that more high-level visits from Russian officials to India are expected by the end of the year, with discussions on the next session of the Intergovernmental Commission on Economic Matters scheduled for early November.
