India Threatens US with Retaliatory Tariffs Amid Protracted Trade Talks

US President Donald Trump told NBC on Thursday that all US trading partners who don't receive tariff letters would be subjected to 15-20% "blanket tariffs".
India has threatened to impose retaliatory tariffs against $7.6 billion worth of US imports over the Trump Administration's decision to slap tariffs on steel and aluminum imports from 12 March, the Indian delegation at the World Trade Organisation (WTO) said.
The US tariff affects around $7.6 billion worth of Indian imports, which have been slapped with additional duties to the tune of around $3.82 billion. The Indian delegation said that the proposed suspension of concessions would result in an equivalent amount of duty collected from selected products originating in the US.
"The United States has not notified these measures to the WTO, as required, even though these are, in essence, safeguard measures. India maintains that the actions taken by the United States are inconsistent with its obligations under the General Agreement on Tariffs and Trade (GATT) 1994 and Agreement on Safeguards (AoS),” the Indian statement read.
The Indian delegation said that the Indian tariffs on US imports could kick in 30 days after the expiry of the notification, which would be after 9 August.
"India will inform both the Council for Trade in Goods and Committee on Safeguards on the next appropriate steps," the Indian delegation said.
On 4 July, the Indian delegation at WTO had threatened to slap retaliatory tariffs against the Trump administration's decision to impose a 25% tariff on automobiles and auto parts, which India said risked affecting $2.89 billion worth of Indian imports entering the US. The US tariffs kicked in on 3 May.
"India reserves the right to suspend concessions or other obligations on US imports entering India," the Indian mission said at the time.
India's reciprocal tariff threats against the US come against the backdrop of protracted tariff negotiations between New Delhi and Washington to finalise the first tranche of the bilateral trade agreement (BTA) ahead of the new 1 August deadline. The US announced 26% tariffs on Indian importers as part of 'Liberation Day' tariffs, but suspended them till 9 July. Subsequently, Washington postponed the moratorium on tariffs till 1 August. At present, Indian tariffs entering the US face 10% additional tariffs.
While Trump has sent tariff letters to over a dozen nations, including US allies South Korea and Japan, as well as BRICS partner Brazil, he has said that India and the US are "close" to finalising a deal. So far, Trump has announced deals with only Vietnam and the United Kingdom.
Trump has also threatened an additional 10% tariff on BRICS nations for aligning themselves with "anti-American" policies.
In the India-US tariff talks, the Indian negotiators, led by Special Secretary at Department of Commerce Rajesh Agarwal, have refused to yield to US demands to open up India's dairy and agriculture sectors. The next round of negotiations between Indian and US interlocutors are expected to take place in Washington next week.
