China Keen on Expanding Cooperation with ISA: DG

The eighth session of International Solar Alliance's (ISA) Assembly will take place in New Delhi in New Delhi on 27-30 October. A total of 120 countries, majority of them from Global South, are signatories to New Delhi-headquartered multilateral grouping.
China, the world's largest exporter of renewables, has shown a keen interest in understating the priorities of the International Solar Alliance (ISA), Ashish Khanna, the Director-General (DG) of the New Delhi-headquartered grouping told a press conference in New Delhi on Wednesday.
"I had a meeting with the Chinese embassy because they are very keen, in being the one of the world's largest players in solar... in understanding our priorities," Khanna said in response to a question from Sputnik at the curtain raiser of the upcoming ISA meeting.
Khanna said that all countries, including China, were welcome to become members of ISA.
"We have an association with both member countries and non-member countries. We, of course, welcome all countries to become members. And the level of participation is related to any Chinese company that is interested in joining our platform," the DG said.
"The onus is really on the Government of China on what is their stance on a potential application for an ISA membership," Khanna said.
Further, the ISA DG said that the organisation was also involved in discussions with member countries and private sector from across the globe in understading the nitty-gritty of "de-risking" the global solar supply chains.
"De-risking is a very valid point across the globe, not only for existing technologies, whether they are solar PV or batteries, but also for newer technologies on which a lot more global cooperation is needed. Our view is that the private sector of a lot of countries, including India, EU and others must come together to have these alliances for a wider supply chain diversification that is in the interest of both existing and newer technologies, Khanna said.
Further, he went on to explain that the de-risking strategy began with "financial de-risking"
"And for us, the continent we are firstly focussing on is Africa. Because almost 680 million are not having energy access in spite of a payment track record of 98-99% payment sufficiency. And therefore the Africa Solar Facility is a financial instrument to help the private sector take risks of a lot more of DRE (de-risking renewable energy) investment," Khanna said.
In a major initiative, ISA will unveil a fund mobilising initiative , the Africa Solar Facility, at the upcoming ISA meeting at month end. Headquartered in Ahmedabad, Gujarat, the facility will cater to nearly 30 African countries linked with ISA.
"The second element of de-risking the world has been talking about, especially from the financial de-risking, is leverage. Less than $50 billion of concessional finance was spent on clean energy last year, when the overall clean energy investment was $2 trillion," he explained.
He said that in order to meet the concessional funding gap, there was a need to generate 300 to 400% more funding than the current levels.
"Our Africa Solar Facility aims to get a concessional financing target of 10-20 times of the current expenditure," Khanna said.
