China to Lift Export Curbs on Fertilizers & Rare Earths for India: Sources

Chinese Foreign Minister Wang Yi has assured External Affairs Minister (EAM) S Jaishankar that Beijing would address India’s needs of fertilizers, rare earth elements (REE) and tunnel-boring machines (TBM), according to sources aware of the discussions.
During the meeting between Jaishankar and Wang at New Delhi's Hyderabad House on Monday, Jaishankar raised India's concerns one more time.

“I would like to follow up on some particular concerns that I had brought up with you, when I visited China in July,” Jaishankar told Wang Yi on Monday, referring to the issue of trade restrictions he had flagged during his last month’s visit to China for the SCO Council of Foreign Ministers (CFM) meeting.

India relies heavily on Chinese imports of fertilizers such as diammonium phosphate (DAP) and urea, both of them being critical inputs for Indian farmers and also being the most-widely used fertilizers in the country where the agricultural sector employs around half of the overall workforce.
At the same time, China is also the biggest exporter of critical minerals to India. According to the data compiled by government-backed think tank Indian Council of World Affairs (ICWA), India was the fifth-biggest importer of high-power Neodymium-Iron-Boron (NdFeB) magnets from China in 2024. Globally, China accounts for around 70% of the rare earths supply and 90% of the processing and refining capacity, ICWA said.
In June, it was also reported that at least three tunnel-boring machines for use in the Mumbai–Ahmedabad High Speed Rail Corridor (Mumbai–Ahmedabad HSR), or the country's first bullet-train project, were held-up at the Guangzhou port.
In his meeting with Jaishankar, Wang said that India and China should view each other as partners rather than "rivals".
"The two countries should explore right ways for neighboring major countries to coexist with mutual respect and trust, pursue common development and achieve win-win cooperation," the Chinese Foreign Minister said.
The Chinese top diplomat stated that both the countries should move in the same direction and remove barriers to expand cooperation and build on the momentum of bilateral relations following the disengagement pact in eastern Ladakh agreed upon last October.
