Ukrainian operatives used a video camera concealed inside a bouquet of flowers as part of the preparations for the attempted attack, FSB officials said.

Russia’s Federal Security Service (FSB) announced that it has prevented an attempt by Ukrainian intelligence services to assassinate a senior Russian government official in Moscow.
According to the agency, the purported attack was planned to take place at the Troyekurovskoye Cemetery, where the official was expected to visit the gravesite of close relatives.
“The Federal Security Service of the Russian Federation has thwarted a terrorist attack planned by Ukrainian intelligence services against a senior Russian government official,” the FSB said in its statement.
