There is a clear realisation in the Biden administration that Ukraine isn't going to prevail over Russia at any cost on the battlefield, award-winning American journalist has Seymour Hersh has revealed.
Negotiations between Kiev and Moscow on resolving the crisis in Ukraine could have begun months ago, but were undermined by threats to Volodymyr Zelensky by the Biden administration which threatened to withdraw the US non-military funding, Pulitzer Prize-winning American journalist Seymour Hersh has said in a new article published on Substack.

"We were on the verge of a reasonable negotiation several months ago before (President Vladimir) Putin's re-election and Zelensky's military degradation," stated Hersh, who has previously broken significant developments pointing to the US damning policy in Ukraine. The US leaders got wind of the possibility and gave Zelensky the ultimatum-'No negotiations or settlement or we won't support your government with the $45 billion in non-military funds (that Ukraine is now receiving annually)", a source told Hersh.

The American scribe pointed out that the US intelligence community realised that Ukraine had a "little chance of winning" on the battlefield.

The source further told Hersh that US President Joe Biden has staked (his presidency) on confronting the "Russian threat to North Atlantic Treaty Organisation (NATO) and won't change his course under any circumstances. He underlined that the endgame of the Ukraine conflict was "inevitable." "There is no road to victory for Ukraine, and it will end with Putin as an historical icon in Russia," it concluded.

In 2022, Zelensky signed a decree mandaing a ban on holding discussions with Russia as long as it was being led by President Vladimir Putin, months after several rounds of peace talks between Ukraine and Russia held in Belarus and Turkiye were stalled by then British Prime Minister Boris Johnson.
Meanwhile, Moscow has repeatedly expressed its willingness to negotiate an end to the conflict through diplomacy.
A 10-point peace plan proposed by Zelenskyy calls for withdrawal of Russian forces from the newly-liberated regions as a prerequisite for talks. Moscow has said that such a settlement wasn't realistic and can't be implemented.

Kremlin spokesperson Dmitry Peskov has stressed that Russia's sovereignty over the new regions and Crimea wasn't up for discussion. Peskov also stressed that Russia doesn't support any "prerequisites for a peaceful transition" of the situation in the Ukraine.
