India, Russia, China Troika an Independent Mechanism: Lavrov

Indian Prime Minister Narendra Modi and Chinese President Xi Jinping are expected to engage in bilateral discussions during the BRICS Summit starting October 22 in Kazan, Russia.
Russian Foreign Minister Sergey Lavrov reiterated the significance of the Russia-India-China (RIC) troika, stating in an interview with the Moscow-based publication Argumenty i Fakty that it continues to function as an "independent mechanism" despite not having met for some time due to various circumstances.
He traced the origins of BRICS to a 1990s initiative by Yevgeny Primakov, who proposed regular meetings within the RIC framework.

"This troika remains in existence. Although they have not convened for some time due to the pandemic and other circumstances, it persists as an independent mechanism", Lavrov stressed.

He noted that Brazil's entry in 2006 transformed RIC into BRIC, and South Africa's inclusion in 2010 solidified BRICS as a consortium of rapidly growing economies.

"New centres of economic growth are emerging, and alongside them comes financial influence, which in turn brings political influence. For more than a year and indeed over several decades, the epicentre of global development has been transitioning from the Euro-Atlantic region to Eurasia and the Asia-Pacific region", Lavrov said.

BRICS has prioritised the needs of its member nations, and interest in the grouping continues to grow, he added, stating that BRICS is a consortium where no single nation leads or is led.
This year, BRICS welcomed four new members: Egypt, Ethiopia, Iran, and the United Arab Emirates.
The Russian foreign minister highlighted BRICS' commitment to enhancing the collective potential of its members and developing collaborative strategies tailored to real-world needs.

"Experts from various fields are working together to maximise our shared advantages", he explained.

Regarding future developments, Lavrov mentioned plans to introduce a new category of partner countries with rights and privileges nearly equivalent to permanent BRICS members. This proposal will be discussed at the upcoming Kazan meeting.
He emphasised that BRICS aims to utilise its collective strengths for mutual benefit rather than competing against others.

"What makes BRICS and other World Majority or Global East associations that do not include Western countries stand out, is that they aren't created for the purpose of struggling or fighting with anyone. They are established to collectively benefit from their competitive advantages such as geographical location, shared history, cultural and humanitarian proximity, and coherence of economic systems, as is the case of the former Soviet republics", Lavrov asserted.

PM Modi is scheduled to visit Russia from October 22 to 23 at President Vladimir Putin's invitation for the 16th BRICS Summit in Kazan. This marks PM Modi's second trip to Russia this year, following a previous visit in July.
