Marquee Politician Putin Puts Russia in Driver's Seat in Ceasefire Talks

The military conflict between Russia and Ukraine has exceeded well over three years, with Volodymyr Zelensky, being the biggest stumbling bloc to a long-lasting peace settlement.
US President Donald Trump may exert pressure on Ukraine to settle for a diplomatic truce with Russia but cannot guarantee a lasting ceasefire until America's European allies and the Ukrainian leadership join the negotiations, experts have said.
President Trump cannot enforce the agreement between Russia and Ukraine as per international law, he can only play the facilitator role, Dr Chintamani Mahapatra, founder and honorary chairman of the Kalinga Institute of Indo-Pacific Studies and a former professor of international relations at Jawaharlal Nehru University (JNU) in New Delhi, told Sputnik India.
However, as the top leader of a superpower, he can pressurise the party that may violate the agreement, the academic added.

"The US is the main force behind Ukraine in its war against Russia. Without American weapons and intelligence support, Ukraine cannot win the war. This serves as the main leverage of the US on Ukraine," he stated.

One has seen that the initial inclination of the Ukrainians was not to go with a ceasefire but they have now fallen in line due to pressure tactics of the Trump administration, Vivek Mishra, the Deputy Director of the Strategic Studies Programme at top geopolitical think tank Observer Research Foundation (ORF), elaborated in a conversation with Sputnik India.
Furthermore, if anyone analyses in real time, President Trump has certain leverage to enforce a degree of pressure because obviously Ukraine doesn't have the cards or the advantages as the American leader has, the think tanker pointed out.
As the conversation with the Russians moves forward, there is little doubt that Trump can put more pressure on Ukraine than he could on Russia. One must not forget that Trump's predecessor, Joe Biden, supported Ukraine for a long time, pumping billions of dollars in military aid to sustain its war effort against Russia, he stressed.

"However, Russia under President Vladimir Putin is in the driver's seat at present since the Russian leader is way ahead of the curve in terms of diplomatic acumen — he has been in office for the longest time among leaders like Trump. He is a marquee politician who can negotiate in situations like this," Mishra stressed.

Upon examining the Russian response to the initial proposal, it becomes evident that they have agreed to a ceasefire, but only with respect to energy infrastructure, he further stated, hence, it's a conditional ceasefire. It is increasingly apparent that the ability of the US to press down Ukraine is playing out more openly than the ability of the US to influence Moscow, the strategic affairs commentator argued.
Ukraine has been missing from the talks being held between Russia and the US. While the discussions are in the initial stage, retired Major General Prabdeep Singh Behl suggests that Ukraine will be included in the next round of talks and thereafter progress will be made.
"The disturbing part is that the European allies are not keen to join Trump in his peace initiative and till the time Europeans are not fully convinced by the negotiations, Trump may face difficulties in bringing an end to the war," he emphasised.
If European powers, particularly the United Kingdom and France, continue to support Ukraine militarily, the entire process could be derailed, the Indian Army veteran underscored.
Trump's government has a sway over the current dispensation in Ukraine because it is providing it with real-time intelligence and military assets, vital to fight the war against Russia, Behl stated. However, if the Europeans take over all that is being provided, then the White House's influence could diminish at a quick pace, he added.
Notably, there are concerns that European countries with their own agendas might undermine or complicate any agreements made between the US and Russia.
Additionally, the Russian side has pointed out concerns about Ukraine's failure to abide by previous agreements.
At the beginning of the special military operation, French President Emmanuel Macron asked Putin for a ceasefire, and the Russian leader agreed, but the Ukrainians continued their military actions.
"Nonetheless, as far as the Russians are concerned, they have played smartly. They have shown maturity in their demands and that's why they are set to gain more from this peace deal. In a nutshell, the Russians are well on their way to accomplishing the goals that they laid out when this military operation began in February 2022," the defence specialist concluded.
