GOP Senator Lindsey Graham*, addressing reporters alongside US President Donald Trump aboard Air Force One on Sunday, claimed that India had been buying less of Russian oil in the wake of the 25% tariff imposed by the Trump administration from 27 August.
"So, he (Trump) put a 25% tariff on India for buying Russian oil. I was at the Indian Ambassador’s (Vinay Kwatra) house about a month ago. And all he wanted to talk about is how they’re buying less Russian oil. Would you tell the President to relieve the tariff?" Graham recalled a meeting at the Indian Embassy in Washington on 1 December.
"I believe what he did with India is the chief reason India is buying substantially less Russian oil," Graham claimed.
He also reiterated his proposal of a new law, claiming it had 85 co-sponsors, which would impose up to 500% tariffs on countries purchasing Russian oil.
Trump
threatened to impose additional tariffs on India if it continued to buy Russian oil.
"They (India) wanted to make me happy, basically... PM Modi's a very good man. He's a good guy. He knew I was not happy. It was important to make me happy. They do trade, and we can raise tariffs on them very quickly," the US President said.
What Do India's Oil Trade Statistics Say?
According to the figures for the month of November released by the Indian Commerce Ministry last week, Russian oil imports averaged a six-month high of 1.84 mbd that month, pegging them at a six-month high.
At the same time, India's imports of American oil hit a seven-month high in November, averaging around 442,000 mbd.
In October, the US
announced sanctions on Rosneft and Lukoil, with 21 November as the deadline for winding up dealings with the two Russian companies.
While Western media reported that Indian refiners could scale down the Russian crude imports to below one mbd in order to seal the bilateral trade agreement with the US, Kpler projects that Indian crude imports from Russian will recover starting January.
“This appears to be a near-term adjustment, with Russian crude imports into India expected to recover gradually from January as new intermediaries step in and supply chains re-establish,” Sumit Ritolia, a Lead Research Analyst – Refining & Modelling, was quoted as saying in media reports.
Ritolia said that the underlying demand for Russian oil in India remained intact.
