AK-203 Rifle Goes Fully Indigenous: Inside Story of How IRRPL Accomplished the Feat

The maiden AK-203 rifle from the Indo-Russian joint venture rolled out of its facility in northern India in August 2023.
Indo-Russian Rifles Private Limited (IRRPL) has successfully completed test firing with a 100% indigenous AK-203 assault rifle named "Sher" at its plant in Amethi, Uttar Pradesh.
However, this 100% indigenisation was not achieved overnight, according to Major General S.K. Sharma, the company’s Managing Director and Chief Executive Officer (CEO).
“It was the result of a structured, component-by-component, five-stage localisation programme backed by technology transfer, vendor development and rigorous quality assurance,” Sharma told Sputnik India.
IRRPL received 100% Transfer of Technology from the Russian side in 2023-24, which provided the technological foundation. But converting that technology into a genuinely Indian manufacturing capability required developing Indian sources for every component, sub-component, material and manufacturing process. The AK-203 involves approximately 50 major components, around 180 sub-components and nearly 120 manufacturing processes, he revealed.
“We therefore followed a ‘genuine indigenisation’ philosophy rather than simply assembling imported input materials, parts or allowing any of our vendors to do the same. Components were progressively manufactured in India, GOST specification materials changed to IS, a complete supply chain was developed and qualified by our key vendors with IRRPL’s direct involvement, and alternative Indian suppliers were created, wherever required,” Sharma underlined.
The other major factor was that testing and quality assurance were also progressively indigenised. Earlier, certain components and processes required validation/approval from Russia. Today, IRRPL has developed the capability to undertake the required testing and validation in its own premises at Amethi, IRRPL’s top official explained.
Role Of The MSMEs In The Indigenisation Process
Besides, MSMEs have been absolutely central to this achievement, he said before stressing that he would describe them as the backbone of IRRPL's indigenisation programme.
“100% components of AK-203 had to be manufactured by the Indian industry. We worked with our key vendors, Advanced Weapons and Equipment India Limited and OSL and MSMEs across the country to develop the required manufacturing capabilities, tooling, gauges, materials, processes and quality systems. The ecosystem has now grown to nearly 100 MSMEs involved in the programme,” Sharma noted.
The important point is that these MSMEs did not simply become suppliers. They acquired new capabilities. In many cases, they had to develop precision manufacturing, specialised materials, heat treatment, surface treatment, tooling and stringent defence-quality processes, the IRRPL MD highlighted.
He said that the company has also worked towards ensuring that all 180 components have alternate Indian source, which is extremely important from the point of view of supply-chain resilience and strategic autonomy.

“That is what makes the Sher significant. It is not merely a rifle assembled in India; it represents the creation of an indigenous small-arms manufacturing ecosystem,” Sharma asserted.
The next major milestone is the Indian Army User Trials of the AK-203 Sher, which are scheduled to commence in October 2026, the Major General mentioned.
The company expects the evaluation process to progress expeditiously, but the final timeline will naturally be determined by the Army's laid-down trial procedure. IRRPL’s responsibility is to ensure that the rifle entering the trials is fully mature, reliable and ready for evaluation, he pointed out.

Are There Export Orders For AK-203?
The AK-203 has received considerable interest and several export enquiries from friendly countries, particularly from the Middle East, Africa and Southeast Asia, the IRRPL CEO said.
“Additionally, the charter of IRRPL specifically envisages exports, and we would like to actively pursue these opportunities. However, at present, the priority of IRRPL remains the timely completion of the delivery of 600,000 AK-203 to the Indian Army,” Sharma concluded.
