India has condemned what it describes as a "terrorist attack" by Hamas on 7 October. However, New Delhi has also maintained its longstanding position of backing a two-state solution.
Indian foreign minister S. Jaishankar has urged Israel and other parties to exercise “restraint” in the ongoing conflict in Gaza as he condemned the rising number of civilian deaths.
“Along with the need for restraint and immediate humanitarian support, India also emphasized that the peaceful resolution of conflict through dialogue and diplomacy,” Jaishankar stated during the ‘Extraordinary Joint Meeting of BRICS Leaders and Leaders of invited BRICS members on the situation in the Middle East’ on Tuesday.
The virtual meeting was convened by South African President Cyril Ramaphosa, the current BRICS’ chair, amid growing international concerns over the humanitarian crisis in Gaza as the civilian death toll in the Palestinian territory crossed 13,000.
Russian President Vladimir Putin and Chinese President Xi Jinping were among the leaders who addressed the meeting.
Jaishankar, who was representing Prime Minister Narendra Modi, told the BRICS’ leaders that that India backed all international efforts towards “de-escalation” of the conflict.
“Right now, there is an urgent need to ensure that humanitarian aid and relief effectively and safely reach the population of Gaza,” he underscored.
Calling for an immediate release of hostages held by Hamas, Jaishankar noted in his address that the “immediate crisis was triggered by the terrorist attack of 7 October”.
“Where terrorism is itself concerned, none of us should or can compromise with it. Hostage-taking is equally unacceptable and cannot be condoned,” the Indian foreign minister asserted.
He expressed concerns over the “subsequent developments”, stating that the “large-scale civilian casualties and a humanitarian crisis” had deepened concerns.

PM Modi Backs Resumption of Direct Peace Talks

Jaishankar highlighted that Prime Minister Modi had spoken to several world leaders since last month, including those from Iran, Jordan, the UAE, Egypt and Brazil, in a bid to resolve the ongoing conflict.

“He has highlighted the need to create conditions for peace and restart direct and meaniful peace negotiations. We believe that the concerns of Palestinian people must be addressed in a serious and sustainable manner. This can only happen with a two-state solution that is based on peaceful coexistence,” Jaishankar stated.

The foreign minister underlined that New Delhi was supportive of international efforts to create conditions for achieving a two-state solution.
Jaishankar also assured the BRICS leaders that New Delhi would continue to provide humanitarian support to Palestine through bilateral mechanisms as well as through the United Nations (UN).
He recalled that New Delhi had provided 70 tonnes of humanitarian supplies to Palestine since the outbreak of hostilities last month, which included around 16.5 tonnes of medical aid.
Jaishankar told the virtual gathering that New Delhi was also contributing $5 million annually through the UNRWA.
